MODERN GOVERNORS’ PAPERS

Few of the division’s special publications have been of more significance to students of recent history than the documentary volumes relating to gubernatorial administrations. Since 1923 North Carolina has published the official papers of its chief executives. These volumes have been issued shortly after the expiration of each governor’s term and made available to North Carolina residents free of charge, except for shipping and handling charges.

Section 121-6(b) of the General Statutes of North Carolina requires that a copy of “all official messages delivered to the General Assembly, addresses, speeches, statements, news releases, proclamations, executive orders, weekly calendars, articles, transcripts of news conferences, lists of appointments, and other official releases and papers of the Governor” be provided to the Department of Cultural Resources. From these records a selection is made by “a skilled and competent editor” who “shall edit according to scholarly standards the selected materials which shall be published in a documentary volume as soon as practicable after the conclusion of the term of office of each Governor.”

The only modern governors’ papers still in print are Addresses and Public Papers of James Baxter Hunt, Jr., Governor of North Carolina Volumes I (1977-1981) and III (1993-1997), Volumes I (1985-1989) and II (1989-1993) of Addresses and Public Papers of James Grubbs Martin, Governor of North Carolina.

The next volume to be published will be Addresses and Public Papers of James Baxter Hunt Jr., Governor of North Carolina, Volume IV (1997-2001).
